In the first major census of people living on the streets since the recession, thousands of volunteers across the country have fanned out in the thick of night this week to count the most desperate members of their communities, and they are finding many causalities of the job and foreclosure crises. Although a nationwide tally of those sleeping in alleys and tunnels, under bridges and highways and in cars and tents is months away, officials at every level of government say they expect the totals will be substantially higher than the last count two years ago.

The Government’s aim is to half the number of homeless households living in temporary accommodation by 2010. The Access to Drug Labels Survey explored the personal stories of people who had trouble reading prescription or over-the-counter medication information. Analysis has shown that a sense of belonging to the immediate neighbourhood is a key indicator of community cohesion. The Citizenship Survey 2007-08 found that 75 per cent of people nationally feel they belong strongly to their neighbourhood, including 34 per cent who said they belonged very strongly.
In planning the 1990 and 2000 censuses, the main objective was to produce alternative counts based on the measurement of net coverage error. For the 2010 census coverage measurement program, the Census Bureau will deemphasize that goal, and is instead planning to focus on the second goal of improving census processes.

Marriage affects health insurance coverage. As marriage rates in the United States decline, fewer women will have the opportunity to obtain health insurance coverage through their spouse. Marriage can also increase family income and may make health insurance more affordable. Because poor and low-income unmarried women are more likely to be eligible for Medicaid than their married counterparts, changes in Medicaid eligibility may also affect coverage rates disproportionately for poor and low-income unmarried women.

The amount of synchrony, which reflects the strength of functional connections between the different areas, is increased in patients with schizophrenia. First-degree relatives of people with this illness also show some increase, although less than patients; this may reflect genetic effects on the brain that increase the risk of developing the disease.

This policy brief examines the relationship between increases in the unemployment rate and changes in the number of people covered by employer-sponsored health insurance, Medicaid, the State Children’s Health Insurance Program and non-group insurance policies, as well as the financial implications for government budgets. The analysis projects that if the unemployment rate rises to 7 percent in 2009 (up from an average of 4.6 percent in 2007), Medicaid and SCHIP enrollment would increase by 2.4 million and an additional 2.6 million people would become uninsured. The impacts would increase if the unemployment rates climbs even further.

Americans’ diets, particularly those of low-income households, fall short of Government recommendations in the quantity of fruits and vegetables consumed. Some proposals suggest that a price subsidy for those products would encourage low-income Americans to consume more of them. This study estimated that a 10-percent subsidy would encourage low-income Americans to increase their consumption of fruits by 2.1-5.2 percent and vegetables by 2.1-4.9 percent.

Remittances – the money that migrants send home – are a key element in the socio-economic reality of many conflict-affected and post-conflict countries. However, conceptual frameworks for explaining the dynamics of remittances in conflict-affected settings are lagging behind emerging empirical evidence. This paper first explores relevant conceptual models from the literature on labour migration, and outlines some of their limitations. Second, it focuses on aspects of conflict-induced migration – specifically, the causation of migration, the situation of family left behind and the post-migration situation of refugees – that may have implications for the remittance behaviour of those affected.

No cash assistance program for low-income working families is as widely received as the earned income tax credit (EITC). In 2006 (the last year for which data are available), 23 million households received a total of $44.4 billion in reduced taxes and payments. The share of eligible families receiving EITC benefits is far higher than for public assistance programs like Temporary Assistance for Needy Families and food stamps (now called the Supplemental Nutrition Assistance Program), presumably because EITC is provided through the tax system and does not require application through a separate agency. But the EITC is an unreliable safety net for low-income families during a recession, particularly as unemployment rates climb.

State unemployment insurance programs provide weekly unemployment benefits to eligible workers who lose their jobs through no fault of their own. . . . While over 90 percent of jobs in the United States are covered by unemployment insurance, not all unemployed workers receive benefits. In fact, only 36.3 percent of the unemployed in 2007 received benefits. Some choose not to claim benefits, and others who do apply are found ineligible because they did not earn enough or work long enough before losing their jobs.

The evidence suggests that CBT may have a positive impact on the sequelae of child sexual abuse, but most results were statistically non-significant.

Unemployment rates begin to rise rapidly at the start of a recession. During the 1974–75 and 1980–82 recessions, the unemployment rate’s decline coincided with the end of the recession. In FY 2007-08, Florida’s Medicaid program appropriated $16.2 billion to provide health care benefits to some of the state’s most needy citizens. Florida’s program is among the largest in the country, serving approximately 2.1 million people each month. In a February 2008 report from the Office of Program Policy Analysis and Government Accountability, estimates of fraud, waste and abuse in Florida’s Medicaid program ranged from five percent to 20 percent. Just taking the average of these estimates, which is 12.5 percent, fraud, waste and abuse could amount to as much as $2 billion each year.

Anxiety disorders differ from normal feelings of nervousness. Untreated anxiety disorders can push people into avoiding situations that trigger or worsen their symptoms. People with anxiety disorders are likely to suffer from depression, and they also may abuse alcohol and other drugs in an effort to gain relief from their symptoms. Job performance, school work, and personal relationships can also suffer.

Existing evidence suggests that there is a U-shaped relationship between age and happiness, where happiness is the lowest in the middle age, when controlling for income and education and other personal characteristics. On the other hand, there is no clear pattern between old age and happiness without the use of controls. Thus, it is not ageing as such, which results in declining happiness, but rather the circumstances associated with ageing.

The refugee regime is generally considered to be predicated on the persecution of individuals – specific targeting based on personal beliefs and activities – but this does not mean that refugees should or can be studied as individuals outside social networks. The most crucial and basic social grouping is the family, fulfilling a host of functions in human life. For this reason, family unity is recognized as important for human development and well-being. For refugees and other forced migrants, family unity cannot be taken for granted, as the situations that cause displacement commonly disperse families.

From 2006 to 2007, the number of America’s children that live in poverty grew by nearly half a million. Indeed in 2007, the child poverty rate reached a level, 18%, not seen in this country for more than a decade.
