Over the past several decades, the demand in California for college-educated workers has grown. But the supply of college graduates has not kept pace with demand, and it appears that this “workforce skills gap” will not only continue but widen.

More than 49 million people receive monthly Old Age, Survivors, and Disability Insurance benefits (OASDI). About 91 percent of the population age 65 and older received benefits at the end of 2006. The poverty rate for those age 65 and older is 10.1 percent, but without Social Security that rate would rise to 46 percent.

Recent international comparisons contain alarming news for Americans: The United States, which led the world in high school completion rates throughout the 20th century, ranked just 21st out of 27 advanced economies by 2005. And our college completion rates have dropped dramatically — from number two in the world for younger workers (age 25-34) to number eleven. The United States is on the verge of losing the great global educational competitive edge it has long enjoyed.

Results of twelve studies, five RCTs and seven non-RCTs including a control group, conducted in the USA, Canada and Great Britain suggest that Cognitive Behavioral Treatment (CBT) in residential settings is more effective than standard treatment in reducing criminal behavior in adolescents twelve months after release from the institution. The results are consistent across studies although the studies vary in quality. There is no evidence that the results of CBT are better than those of alternative treatments, i.e. treatments other than CBT.

In May 2008, the Committee asked all federal departments and agencies to identify federally-funded research projects that address the well-being of older adults. Agencies were asked to submit to the Committee examples of research projects that contributed significantly to policymakers’ knowledge and understanding of social, economic, and medical issues related to aging.

In 2007, about 34 million family caregivers provided care at any given point in time, and about 52 million provided care at some time during the year. The estimated economic value of their unpaid contributions was approximately $375 billion in 2007, up from an estimated $350 billion in 2006.

Based on the latest available data, its starting point is that, while child and pensioner poverty in Scotland has fallen over the last decade, poverty among working-age adults has remained the same.

The report describes the current strengths and weaknesses in policy provision to combat child poverty when parental employment is constrained and is a timely analysis given the approaching 2010 deadline for halving child poverty from 1999 levels. The analysis uses original and unique tax-benefit modelling of current provision across a range of low-paid and out-of-work family profiles.

Over the past 10 years, great strides have been made in improving childcare, but more must be done to improve quality and to make childcare more affordable and available to the most disadvantaged groups. This report sets out how, with further improvements, childcare policy can continue to play a key role not just in reducing poverty for today's children, but also in improving outcomes and preventing poverty for the next generation.

Researchers have found a molecule that stores complex, high-quality memories, in a discovery that may one day lead to the ability to erase debilitating painful memories and addictions from the brain.

From 2009 all long-term unemployed people will be referred for employment assistance to external New Deal 'prime contractors' paid largely according to their success in placing people into sustained employment. Senior politicians of all parties are in agreement that such a 'welfare market' will lead to service innovation, improved accountability, better job outcomes, greater value for money, and better customer service, citing the success of market-based reform in countries such as Australia and the Netherlands.

As the population ages, the power of attorney will be used increasingly to appoint trusted family members or others to handle financial decision-making. But it also can be a ‘license to steal,’ because it grants broad powers with little oversight. The report shows that a large majority of states lack protections against abuse.

Cognitive-behavioral therapy (CBT) is among the more promising rehabilitative treatments for
criminal offenders. Reviews of the comparative effectiveness of different treatment approaches
have generally ranked it in the top tier with regard to effects on recidivism . . . . However, there is also significant variation across studies in the size of those treatment effects. Identification of the moderator variables that describe the study characteristics associated with larger and smaller effects can further develop our understanding of the effectiveness of CBT with offenders.

This report looks at how the anticipated changes in qualifications and in the occupational and sectoral distribution of employment will impact on the incidence of child poverty by 2020.

The review sought all randomised controlled evaluations about the effects of CBT on physical violence worldwide, but found only six small trials with 2343 participants met the inclusion criteria. The evidence from the included studies is insufficient to draw any conclusions.

The government has repeatedly stated that work is the best route out of poverty. This implies that work is not the only route, but is the preferred or main route in tackling child poverty. This report examines the extent to which there is underemployment among parents and a desire to work among parents who are not currently working. It examines patterns of work and worklessness among parents and flows between work and workless states for parents, both using survey data and lone-parent benefit claims.

Again, however, the vast majority of the 29 men and 41 women taking part were willing to push the button knowing it would cause pain to another human.

For older workers, this recession is unprecedented. Last month, 298,000 Americans ages 65 and older were unemployed, 50 percent more than when the recession began a year ago.

This review has been written ahead of the forthcoming Housing Reform Green Paper, which will include a focus on the improved provision of housing services and options for young people. The review provides a context for considering the changing nature of young people’s housing transitions in recent decades and highlights some of the most pressing housing-related issues facing young people in the UK today.

The Mental Capacity Act 2005 provides a statutory framework to empower and protect people aged 16 and over who lack, or may lack, capacity to make certain decisions for themselves because of illness, a learning disability, or mental health problems. A 12-week course of continuous treatment with buprenorphine-naloxone and counseling is more effective than conventional detoxification and counseling in treating youth for opioid addiction, a randomized clinical trial has found.

The five sets (a core set, a mental health set, a residential accommodation set, a community care and primary care set and an acute hospitals set) can be downloaded here. Each set comes in two versions that include hyperlinks to the Act, to the Code of Practice and to other key documents, case studies and exercises.

Equality is a core value of both the Christian and Western democratic tradition. Much has been achieved in the field of legal and civic equality, but historically such economic leveling in Britain has resulted from the cost pressures of war rather from deliberate political design.

Chris Creegan argues that until we can reconcile the problems of excessive individualism, consumerism and greed at the heart of contemporary society, life opportunities will continue to be lost, limited and wasted.

International travel can pose various risks to health, depending on the characteristics of both the traveller and the travel. Travellers may encounter sudden and significant changes in altitude, humidity, microbes and temperature, which can result in ill-health. In addition, serious health risks may arise in areas where accommodation is of poor quality, hygiene and sanitation are inadequate, medical services are not well developed and clean water is unavailable.

Community organisations have owned or managed assets, including buildings and land, for many years. Current government policy encourages the transfer of assets to community organisations. This study reviewed existing evidence to explore the scale of community ownership in the UK, the benefits and outcomes that arise from it, and differing international approaches.
